The IBHC Competency Restoration Implementation Team divided the recommendation into adult and juvenile components, then established teams dedicated to investigate each system.
- Conduct a comprehensive assessment and analyze ways to reform the competency to stand trial system. After forming a subteam of stakeholders from all parts of the system, this team is currently looking at other states’ systems for comparison. They belatedly learned that Insight Idaho is already working on obtaining much of the same data they were seeking to meet their objectives. They are identifying additional data elements from DHW that are not part of the Insight Idaho scope.
- Review of Juvenile Statute I.C. 20-519. This action team has focused on recruiting individuals with experience in this system to their team to ensure they have a complete understanding of the system. They are currently comparing practices in different parts of the state, including collecting data from juvenile courts and case outcomes.
